In their position paper, endorsed in February 2026, the Four Motors welcome the overall ambition of the Strategy and its proposed targets and instruments, including the goal of doubling the share of young and new farmers by 2040 and dedicating at least 6% of agricultural spending to generational renewal. They particularly value the cross‑cutting approach, strengthened financial tools such as the “welcome package” and the role of the European Investment Bank, as well as the requirement for Member States to develop national strategies.
At the same time, the Four Motors underline that generational renewal is above all a territorial challenge, especially in disadvantaged and mountain areas, where agriculture is essential for economic vitality, environmental and cultural heritage, food security and sovereignty.
The position paper calls for a strong, territorially responsive CAP in the next EU budget, improved access to land, supportive tax frameworks for farm transfer and start‑up, and integrated rural policies on housing, services, connectivity and employment. It also advocates removing regulatory barriers, supporting multifunctional and inclusive farm models, and reinforcing the role of women in the agri‑food sector.
The Four Motors for Europe see rural territories as spaces of opportunity and innovation and reaffirm their commitment to work together, exchange good practices and promote policies that enable farmers to make a decent living from their work while revitalising rural communities across Europe.
